Asked a question Should the system prompt hold the format rules or the user message?

I have output format instructions of about 400 tokens. Putting them in the system prompt is cleaner and caches well. Putting them at the end of the user message seems to be followed more closely. Is that a real effect or confirmation bias, and does it differ between providers?
